HYDERABAD: Expressing displeasure at the way the commissioner and IG of stamps and registrations wing treated the orders of Lokayukta, Justice S Anand Reddy on Friday directed his registry to issue an arrest warrant against the official and ensure his production before him on December 19.
Earlier, the judge took up suo motu a case regarding the negligence of the registration officials in maintaining the 'prohibited order book' that notifies all government land in various sub registrar offices and thereby prevents it from being fraudulently registered in favour of third parties by unscrupulous elements. On account of improper maintenance of the book government land in Golconda and Asifnagar mandals of Hyderabad were reportedly registered in favour of certain private individuals who provided false residential proof. Lokayukta took up this case when directions to the IG of stamps and registrations wing to submit reports on the same went unheeded. When subsequent reminders of the court too met with the same fate, the judge issued summons to the officer to be present in the court on October 20.
What angered the judge was that on October 20, instead of appearing in person and explain the court about the facts of the case and also the reasons for the non-compliance of the earlier orders, the officer sent an incomplete report to Lokayukta.
"It is unfortunate that the commissioner and inspector general of registrations and stamps is ignorant as to how to respond to the orders of this institution when summoned. He did not even bother to seek an exemption from appearing in person", the judge said and directed issuance of arrest warrant against the IG.
In a separate case, the judge issued summons to the principal secretary of medical and health asking him to be present in the court on November 30 to explain as to why there is so much delay in renovating the Osmania General Hospital.
An amount of Rs 200 crore was sanctioned to give a facelift to this Nizam-era structure but the work is moving at a snail's pace, he observed.
